I'm trying to play with a rack also,
and having difficulties. My problem is that when I try to
slide my mouth up the harp, the whole rack "rocks" sideways,
one way then the other, as I play up and down. I'm thinking
of trying a bungee cord around my back and fastened to the rack
on both sides. Hoping this will hold the rack firmly to my
chest. Anyway, it is annoying having it in front of your face
while singing. If you rig something up, I'd like to hear about it.

Every rack I've ever used needed a better way of clamping. A lot of
people add rubber bands. Another thing to try would be to glue a wide
rubber band strip on the surfaces that hold the harp to increase the
friction. Racks are designed like cheap exercise machines--more for show
than use.

Have you guys checked out Vern's harmonica rack mount?
Its well designed, very solid and reliable, quite different and an
improvement to anything else I've seen.

click on the Rack link to see image & price. It can take anything from a
Marine Band to a 12 hole chromatic.
